As Operations Manager at LOMWRU since 2024, Flo leads strategic planning, risk management, finance, grants, HR, and operations to ensure that LOMWRU functions efficiently in support of its research goals. He works closely with MORU and Oxford teams to align budgets, policies, and systems, oversees Human Resources, Finance, Procurement & Logistics, IT and Maintenance staff, and plays a key role in grant development, compliance, ensuring high standards across all administrative and operational areas.
Flo holds an MPH from the London School of Hygiene & Tropical Medicine and an MSc with a major in Health Engineering & Project Management from the University of Montpellier 1. He was previously working in Lao PDR as hospital administrator at the Lao Friends Hospital for Children where he developed a broad knowledge and skills in organizational strategy and management in healthcare setting.
